Pro-painted - presumably means, at least in a strictly Oxford English dictionary sense that said item has been painted by a professional. Common sense would indicate that this was a professional painter.

A painter & decorator is a "professional painter" and to be Hines I think they would likely do a better job than some of the travesties I've seen online.
Perhaps a Games Workshop staff member would count as a professional painter? After all, it would make up a significant part of their job. Though on eBay users tend to list stuff as GW Staff Painted.
Most likely, Pro-painted is or at least should be a mistype of poor painted, as more often than not, it would be a more accurate representation of the item.
